Bei vergangenen Treffen der „Commonwealth Heads of Government Meeting“ in London haben die Abgesandten der 53 anwesenden Länder eine gemeinsame Deklaration mit dem Titel der „Commonwealth Cyber Declaration“ (lokale Kopie) unterzeichnet und damit eines der bislang stärksten zwischenstaatlichen Signale zur gemeinsamen friedlichen Entwicklung des Cyberspace als Grundlage der gesellschaftlichen, wirtschaftlichen und politischen Entwicklungen gesendet: „recognising that the development of cyberspace has made a powerful contribution to the economic, social, cultural and political life of the Commonwealth„. Neben diesen Bekenntnissen enthält die gemeinsame Erklärung aus Sicht der Gefahren einer Militarisierung des Cyberspace die folgenden Aussagen:
We, as Commonwealth Heads of Government, commit to (..) limit the circumstances in which communication networks may be intentionally disrupted, consistent with applicable international and domestic law
We, as Commonwealth Heads of Government (..) recognise that without cybersecurity citizens are at risk of crime or exploitation, and commit to strengthening legislative, social and educational measures that protect the vulnerable.
Hinsichtlich der Zielsetzung und der damit zum Ausdruck gebrachten gemeinsamen Anstrengungen formuliert die Erklärung u.a. folgende Aufgaben:
Recognising the importance of international cooperation in tackling cybercrime and promoting stability in cyberspace, we (..) commit to promote frameworks for cyberspace, including the applicability of international law, agreed voluntary norms of responsible state behaviour, and the development and implementation of confidence building measures to encourage trust, cooperation and transparency, consistent with the 2015 Report of the United Nations Group of Governmental Experts on Developments in the 4 Field of Information and Telecommunications in the Context of International security (UNGGE).
[We] commit to move forward discussions on how existing international law, including the Charter of the United Nations, and applicable international humanitarian law, applies in cyberspace in all its aspects.
Die Erklärung ist auch vor dem Hintergrund der vielen kleineren und wirtschaftlich unterrepräsentierten Staaten relevant, die in der Gruppe vertreten sind und die mit der Erklärung die Bedeutung des Cyberspace für ihre Nationen betonen und ein Anrecht auf Mitbestimmungen bei dessen Entwicklung zum Ausdruck bringen.
