Die US-Nationalgarde hat mit der “91. Cyber Brigade” ihre erste Cyber-Reserve-Einheit eingerichtet, die durch eine “Umflaggung” und Umwidmung bestehender IT-Einheiten zusammengesetzt ist und künftig als Hauptquartier für zehn weitere “Army Cyber Protection Teams” und drei Cyber-Battalione dienen soll.

The Citizen-Soldiers of the Shadow Brigade represent a prime example of how highly-skilled Army National Guard personnel bring state-of-the-art skills to their part-time service to carry out the Total Army effort. Die Cyber-Brigade soll selbst ca. 950 Personen (Offiziere der Nationalgarde und Soldaten) umfassen und durch 50-60 Personen in den Hauptquartieren der Cyber-Battalione untersützt werden. Letztere verfügen darüber hinaus jeweils um jeweils ein spezialisiertes Teams für Cyber-Security und Cyber-Warfare sowie zwei Teams für Cyber-Protection. Deren Aufgaben definieren sich wie folgt:
A cyber security company conducts vulnerability assessments, forensics analysis, critical infrastructure assessment and support and cyber security support. It provides mission command for cyber security teams, cyber security support teams and critical infrastructure teams which includes operational direction and guidance in the conduct of defensive cyberspace operations.
A cyber warfare company conducts cyber opposing force support, network warfare activities and cyberspace intelligence, surveillance and reconnaissance. It provides mission command to network warfare teams, cyber analysis teams and cyber support teams which includes operational direction and guidance in the conduct of cyberspace operations.
A cyber protection team conducts defensive cyberspace operations on military networks. In compliance with federal and state laws, defensive cyberspace operations may be expanded to include cyber command readiness Inspections, vulnerability assessments, cyber opposing force support, critical infrastructure assessments, support for theater security cooperation activities, training support and advisory and assistance support. Auch in Deutschland wurde die Einrichtung einer zivilen Cyber-Reserve im Rahmen des Aufbaus des neuen Cyber-Kommandos durch das BMVg erwogen, nähere Details zu dessen Fortschritt sind jedoch – soweit öffentlich verfügbar – nicht bekannt.
